    Case Study - 1

Tarik Gomango was a NREGA beneficiary of B. Kalakote village of Kalakote Gram Panchayat of Gumma Block. He met with an accident while working under NREGA work on 31-07-06. He was taken to hospital and died on 17-09-06. As per the Act, the wife of late Tarik Gomango had to get compensation of Rs. 25,000/-. Application was filed by the then Sarpanch and PEO before the concerned authorities with all the necessary documents. But Samari Gomango (W/o late Tarik Gomango) had not received any compensation till April’07. The problem was raised by the people of B. Kalakote village during the NREGA workshop on 27-04-07 at Training hall, Gumma. Discussion held with Biren Gomango (S/o. late Tarik Gomango) and other youths of the village by the Block Coordinator. The matter was also brought into the notice of Marta Gomango, Sarpanch of Kalakote Gram Panchayat. She is the Ex-Naib Sarpanch of Kalakote Gram panchayat. She was motivated to gear up the process. Birendra and his mother with other local youths participated in the GP level Nodal meeting on 15-05-07 and gave an application mentioning speedy release of the compensation amount. Sarpanch took interest and geared up the process. The block coordinator also repeatedly contacted with the stakeholders for the release of compensation amount of Late Tarik Gomango. Finally Samary Gomango got the compensation amount of Rs. 25,000/- during the last week of May’07.

All the households have got job cards. 4 families have job cards without ID numbers. The adult members of these 4 families were not provided unskilled work under NREGA. When the Block coordinator visited Bitising village the matter was came into notice. The labour leader was motivated to write an application to the Sarpanch of Namanagada GP. The block coordinator also discussed the matter with the Sarpanch and PEO. Finally the adult members of 4 families were listed in the muster roll and would get work. The process has also been initiated to open bank accounts of NREGA beneficiaries. In some cases, the name of the adult members of the families are not registered in the job card / NREGA. The process is also going on to register their name at Gram Panchayat. The ITDA has also supported Bitising to start graini bank. The Majhi Gouramma Mahilasangham has got matching grant of Rs. 6000/- (six thousands).

Initiatives to sensitize the Community on Forest land Rights :

Land is one of the major issues of Gajapati particularly in the Gumma Block. Most of the area falls under the forest category as per the govt. record. The tribal people have no record of rights over the land though they have been staying there since a long time. The forest dwellers right Act 2006 is a historic act like NREGA and RTI and can be a good solution to the age long land problem. CCD in collaboration with RCDC, BBSR has taken steps during the last six month to sensitize the NGOs, PRI members and community on the different provision of the act. • A survey was facilitated by the RCDC in the three villages of Gumma block and two villages of Kasinagar block. 2 RYPs supported in facilitating survey. • A workshop was conducted at the Gumma block headquarter for the PRI members and community leaders. FAQ and Act in Oriya was distributed among the participants • A meeting was also conducted with the NGOs on the draft rules. Draft rules were distributed in the meeting.
