CCD has promoted SAMARTH - a registered body, registered under Societies Registration Act XXI of 1860 and working for the development of persons with disability members in Gajapati District in facilitation of CCD. SAMARTH is leading by the visually impaired persons. To mobilize all categories of disabled memebrs and to mainstream the PWDs, CCD has promoted 3 Block level DPOs, 11 Gram Panchayat level DPOs and 92 village level DOPs. These DPOs are creating good rapport with line departments and resource agencies starting from Village level to National level networks to get various information and their rights. SAMARTH is acting a pressure group in Gajapati placing Memorandums before District administration and also before the Chief Minister of Odisha to establish a disable friendly environment where the PWDs can enjoy all rights and entitlements. CCD is providing capacity building trainings to the DPOs at different level to sensitize them on PWD Act, 1995, Group cohesion, savings & credit management, income generation activities, inclusive education ans social inclusion to merge the vulnerable groups in the mainstream of the society. CCD is advocating before the concerned authorities to get the provisions and social security schemes. SAMARTH is also usting RTI as a tool to get various information from the government agencies.

SAMARTH personnel have filed a petition under RTI to get the status PWDs beneficiaries under IAY. As per the order of government, only 14 PWD have got IAY houses out of total 11496. Basing on the information, DPO started the campaign in the blocks and district availing the benefits to get IAY by the PWDs. Now new PWD beneficiaries are getting IAY houses sin Gosani, Rayagada and Kasinagar Blocks.

After intervention of DPO and regular approaches, a special grievance cell is arranged by the Collector on every 4th Saturday in the Gajapati District especially for PWDs to hear and solve their problems and demands.

SAMARTHYA SIBIRA is being organized in the District involving and inviting the DPO personnel and all PWD members. The DPO is demanded for hearing and speech impaired specialist and also MR specialist. It was success and the specialist / doctors are participated in SAMARTHYA SIBIRA and provided certificates to speech & hearing and MR impaired persons.

On every 2nd of the month, only 30 PWDs were getting the certificates from the District Medical Board. Above 30 PWDs, the rest were get disappointed to get the certificates and back to their home affording the travel and other cost without any benefit. But the repeatedly demand from DPO before the district medical board, now more than 30 PWDs are getting benefits of certification.

One Mr. Santosh Maharana, an active member of SAMARTH could not get the seat in S.K.C.G. College, Paralakhemundi in +3 1st year because of 1% difference in total marks. He started advocacy before Principal of College showing the reason of 3% reservation for PWD students. But after harassment by the Principal, he advocated before District Collector, Disable Commissioner and filed a petition before Hon’ble High Court to get his rights. After his continuous efforts, he got success and hon’ble High Court has ordered to get admission directly in +3 1st year, Arts in next academic year

50 blind and LV children got enrolled in the general schools, high schools and College. The Blind children are studying through Braille script. A centre started at CCD office premises to learn Braille, brailler and further studies.
